You may notice that ‘The fundamental business of the country, that is the production and distribution of commodities’ is more or less equivalent to McCain’s claim that ‘fundamentals’ equals ‘workers’. The difference is that Hoover actually thought about what he was claiming optimistically, whereas John McCain just spouted mellifluous sounds and had to make up a meaning for them afterwards.
